African Telecommunication Indicators has been published eight times spanning a period of 18 years (Figure 1-1). The first edition was prepared for the African Regional Telecommunication Development Conference in Harare, Zimbabwe, in December 1990. At the time the first edition was published, there were only 8.6 million telephone subscribers in Africa, mostly located in the North African countries and South Africa. At that time, Norway had more telephone subscribers than all of Sub- Saharan Africa. Mobile communications were virtually non-existent, with only six networks in operation, and beyond Mauritius and South Africa, there were none in Sub-Saharan Africa. Not one African country was connected to the Internet in 1990.
